Kongsberg Agenda: Who Builds Resilience in a Digital Age?

How do we build resilience in a world shaped by cyber threats, geopolitical instability and rapid tech development? Norway and Estonia come together to discuss security, innovation and preparedness.

Russia’s war against Ukraine, increasing cyber threats, vulnerable supply chains and intensifying geopolitical rivalry have turned technology and digital infrastructure into matters of national security and preparedness. In an increasingly unpredictable threat environment, access to technology, data, expertise and digital systems is becoming ever more important – both for the functioning of society and for national security.

At the same time, the pace of technological development is accelerating dramatically. Artificial intelligence, autonomous systems, cyber capabilities and digital platforms are reshaping society, business and defence alike, challenging how states regulate, cooperate and build resilience.

In recent years, Estonia has developed a more experimental and integrated approach to these challenges. Through regulatory sandboxes, close cooperation between government, defence organisations and technology communities, and strong investments in digital infrastructure and cyber preparedness, the country is seeking to make the state more adaptable in the face of a more complex and unpredictable security environment.

Norway faces many of the same challenges, but within a different structure, with different dependencies and a more complex interplay between the public sector, private industry and international technology providers. At the same time, developments in the security environment are raising new questions about control, vulnerability, preparedness and technological autonomy.

In this discussion, leaders from politics, research, the public sector and industry come together to explore how Norway can strengthen its technological and societal resilience in an increasingly uncertain world.
